The New Castle Town Board was scheduled to meet at 4 p.m. Friday to accept the Final Environmental Impact Statement for the Chappaqua Crossing development at the former Reader’s Digest property. But the meeting was postponed until 7 p.m.
The meeting will be held in Conference Rooms A & B in New Castle Town Hall, 200 South Greeley Ave., Chappaqua.
The Town Board and town consultants have been working on the FEIS for several weeks after deciding to take over the drafting from the project developers, Summit Development and Greenfield Partners. Once the FEIS is adopted, the Town Board will vote on five zoning changes the developers have requested to allow a 199-unit housing development at the former Reader’s Digest property. The board will also issue a findings statement laying out its conclusions on the environmental impacts of the plans. The findings statement must be issued between 10 and 30 days after the FEIS is adopted.
The developers have challenged the town in court over the handling of the application and it would surprise no one if they file another lawsuit challenging the Town Board’s votes on the zoning changes if any of them are rejected. Only three Town Board members will vote on the zoning changes because two have recused themselves. All three remaining members must vote yes for the laws to pass.
Once it is accepted, the FEIS will be available on the New Castle web site, mynewcastle.org.
